This Lovecraft isn't actually the American author, his character is just inspired by the real H.P. Lovecraft and his works. All characters in Bungou Stray Dogs are named after literary masters and have abilities based on their famous works. Lovecraft's is The Great Old Ones, referencing the real Lovecraft's mythos of otherworldly beings. That said, any in-game characters familiar with Lovecraft/his work might get a strange reaction if they mention it to this Lovecraft. He would have no idea what they're talking about.
Not too much is known about Lovecraft's background- he's a pretty mysterious being overall and only F. Scott Fitzgerald (the one who contracted him) and John Steinbeck (his Guild partner) know a little more than just the basics. It seems as though Lovecraft is an underwater...being?...who spends most of his time sleeping in the depths of the ocean, but can either be summoned or sought out and contracted. Fitzgerald manages to contract Lovecraft into working for the Guild, though we never discover what the conditions of the contract were, exactly. Lovecraft mentions that defeating the enemy means that he can return home, and once Fitzgerald himself is defeated Lovecraft brings up the contract again, saying it has been fulfilled. So it's possible that Lovecraft was manipulated into forming a contract that he'd work for the Guild until Fitzgerald's goal was realized or Fitzgerald was taken out of the picture.
PERSONALITY:
H.P. Lovecraft is a very questionably human being doing his best to appear human...though his best definitely leaves plenty of room for improvement.
Just upon meeting him, there's no denying that Lovecraft is...weird. He comes off as a socially awkward, incredibly dour and miserable man, made weary by the responsibilities of life that were rudely thrust upon him. That's weird enough, but then when you have to really engage with him, you realize how his inhuman side begins to seep out, and how indifferent he is about some pretty alarming things. Being horrifically injured or shot a couple times? Eh, didn't even do anything to him physically. Having his body blown up? Inconvenient. Killing people? If he's able to go back to sleep after or get a nice sweet treat out of it, it's whatever. Lovecraft clearly doesn't follow any moral code- especially of the human sort. Things just...are. It is what it is, and humans shouldn't pretend otherwise. So while he can pass off as a very weird human, his general ability to give zero fucks about most things can start to tip people off that there's something more to him underneath the surface.
You know what Lovecraft actually cares about, though? Sleep. This man's entire existence seems to revolve around it, and for good reason. Reminiscent of Cthulhu, Lovecraft presumably spends the majority of his time asleep in the ocean until he is awoken for whatever reason. Maintaining an existence like his takes a lot of energy, so he spends much of his time on land complaining about how tired he is and is generally sluggish in nature. This leads to several instances where he reacts slowly to threats and is momentarily taken out of the action (Kunikida shoots him several times and momentarily knocks him out, and at one point he is struck by a massive rock that he could have avoided). Despite how sluggish he is though, he actually has pretty keen senses. He can sense threats from far away, detecting very subtle signs of life like breathing or just the general gaze of an enemy in the distance. It's just that reacting to these threats in a timely manner is...difficult. It's too difficult for Lovecraft to bother improving upon.
As it turns out, even eldritch horrors have fears...as inconsequential as they may seem in the grand scheme of things. There are plenty of things that Lovecraft dreads, and the majority of those things involve interacting with people. He is human in appearance, and doesn't have a terrible time dealing with human technology and civilization, but actually dealing with people and the nuances of social interactions is the worst. He complains about crowds specifically, hating the thought of so many eyes on him when he's forced to be out in public. In conversation, he tends to speak slowly, pause constantly and struggle with word choice, partially out of nervousness and possibly because he's getting used to having to actually converse after sleeping for so long. If Lovecraft could have his way, he'd not interact with people at all.
...But that isn't to say that he can't work with others. In a lot of cases, he prefers it because he can take the path of least resistance and have his partner pick up the slack. It's why John Steinbeck is the perfect partner for him- a social chatterbox who is more than happy to deal with the conversations while Lovecraft provides backup in the physical power department. He also doesn't question Lovecraft's inhuman status, so it works out great. But in truth, Lovecraft is a very go with the flow sort of creature, as he is often paralyzed by choice and just wants to go with whatever gets him back to sleep the fastest. If he could choose, he wouldn't want to have to be on land at all, but alas, the nature of his existence and being forced into contracts is something he hasn't found a way to avoid just yet. Just let him be done with it so he can move on.
All of that said, at a glance Lovecraft is simply the very definition of a Debbie Downer- never passing a chance to vocalize his misery and generally sucking the energy out of a room with his negativity. But it doesn't take very long to notice that there's something just beneath the surface that's...actually pretty unsettling and mysterious. Just who or what is this man? You might not actually want to find out for your own good...
POWERS/ABILITIES:
The Great Old Ones: The name given to Lovecraft's "Ability". In the Bungou Stray Dogs canon, there exists such a thing as Abilities: supernatural gifts possessed by a select few. They're often named after works from a character's author namesake. In Lovecraft's case, however, all powers that he possesses are not an Ability, proven when Dazai's Ability-cancelling No Longer Human cannot actually cancel whatever Lovecraft does. It would be better to say that BSD Lovecraft is a Great Old One in the vein of Lovecraft's Cthulhu mythos, and this is just his natural state of being. Here are all of the things Lovecraft is shown to be capable of:
Given how massively OP Lovecraft's existence is, it's safe to say that I'm cool with nerfing him for in-game purposes. Perhaps using his transformations and regeneration will expend large amounts of Chroma, limiting their usage. Just what Lovecraft would want: to be even more tired!

✦ The ability to partially or completely transform his body to that of a giant eldritch monster. Partial transformation generally involves him unraveling his arms into tentacles.
✦ The ability to regenerate his body, from the smallest of injuries to his entire body being torn apart by an explosion. Regeneration is not instantaneous, and bigger damage takes longer to regenerate. Because of this, he is basically immortal.
✦ Superhuman strength and senses. It's very, very easy for him to just casually rip people apart with his tentacles if need be. In terms of senses, he's able to pick up on small details that most people wouldn't, like noticing he's being trailed from far away.
✦ Extremely high pain tolerance. He's able to shrug off being shot and hit by a truck, but he does complain about being sore when overworked.
✦ The ability to breathe and live underwater. His home is the ocean!
✦ Resistance to supernatural manipulation. His own existence causes madness in those who see his monster form. As such, abilities that induce madness do not work on him.
